I attached these instructions from the IRS in an earlier post on this thread. These are the instructions I received and followed to get my EIN issued and then use AES.

I think what most folks are missing is the most important point. Its easy to get an EIN (I have one), sign up with AES systems, and get the ITN. Its that everything is recorded in the system and there is no guarantee that your "huntin' rifles" will not be cataloged in a Gov't database forever, Backdoor registration.

And I will repeat, its not ICE or CBP that decides who get prosecuted and who doesn't, its the US Attorney's office.

You'll get no argument from me on either of your points. But this is what I have to deal with for the time being for my upcoming trip. I'm not going to give in to their ridiculous system and not take my firearms with me, after all that's what they really want isn't it?

Regarding prosecution, I'm almost to the point of saying bring it on. Let's just get all of this crap into the news. Let's see them bring prosecution to the hundreds or more hunters who will travel to Africa alone in the next few months. Give them something for the NRA to latch onto.

So I am late to the conversation here, but I got an EIN, registered with AES, took the quiz and created a shipment. The entire process took less than 2 hours. I got my ITN for an upcioming hunt is May. Now for the fun part, received a call from the Dallas Customs office and they wanted to know why I was creating a shipment for hunting rifles that I was bringing back with me. Then about 2 hours later another Customs Agent calls me and says that the were just briefed on the new rules and they were not sure what they were doing. I was the first in their office that they have dealt with. It doesn't give me a whole lot of confidence.

One more thing I was thinking about. After doing this, now the IRS has a link between us a taxpayer and as a gun owner and hunter. It's not like the IRS has ever been used to harass people opposed to this administration has it? When we start getting audited next year we'll know why.

I really have an issue with this whole thing. It's wrong on so many levels. But at this point I am so close to my dream hunt in Africa I'll eat the government excrement sandwich.

The amount of tail chasing is astounding on this issue.......while I have had no business dealings with
Robert at SSI I have been very impressed at how quickly he got a workable procedure in place.Especially since I called ALL of the customs brokers I could find in Syracuse,Ny and still most of them have no clue and the ones that do wont touch this.

I called Atlanta customs yesterday, spoke with a Mr Campbell, very accommodating, his comment he knew not one thing about this issue., said he would check and call back. Within the hour he called...still did not any specific answers. They have no plans at this how it will be handled from a logistic standpoint, or when it will be enforced and generally in the dark about the whole situation. My ITN is in the system and ready for my trip in May. He did tell me to,contact the Export division in Atlanta two weeks before departure for any information that may be available. They are in the dark,more than we are regarding this, so maybe this problem will be handled in some type of reasonable manner for the temporary export and import of personal weapons. I believe the Senate passed an amendment blocking any passage of the UN Arms Control Treaty, under which, I believe, this rule was written. passage in the Senate was in the last few days, BUT, I may be misinformed. Anyway better safe than sorry, get that ITN just in case you will need it.

That's exactly what I did since I am leaving in less than two weeks. This whole thing has been mind boggling to me. This law has been on the books since 2012 but just now people are learning about this? It's one thing for us citizens or groups like SCI and NRA-ILA that represent us to miss this. But for Customs not even to be aware of it even after it's posted on their website with an FAQ is shocking. Oh, and I what to know where "Frequently Asked Questions" came from? If nobody knew about this who was asking the questions?!

I received this very prompt response to my email which has precipitated another email to Customs for clarification. I believe SNAFU is the order of the day.

Dear Sir or Madam,

I am a Canadian citizen and will be transiting the USA (Montreal-Atlanta-Johannesburg return) by air on a hunting trip. I have already registered my Bolt Action Rifle, scope and ammunition with the Canadian authorities (Foreign Affairs). However it appears that there is a new US requirement for electronic registration.

Does this only apply to US residents and are there any new requirements I must comply with.

There has been a great deal of misinformation about this issue over the past week or so. In fact, there are no new licensing requirements for the temporary export or transit of firearms. However, it is possible that Customs is implementing new procedures for recording these movements; you would need to contact U.S. Customs and Border Protection to verify.

Excellent Gov't response. Its just a "new procedure" that makes for back door registration of your firearms. No Worries for now.

I just received more information from the CBP officer in Tampa Florida. In her email, she told me that the service is providing a document that has the EIN and AES directions in it to all who ask for information on what to do. In addition, the following link was part of that documentation and reinforces the need for us to comply with the regulations.

As I read the above link, weapons and ammo are to registered in the system but are not inspected upon export , only when the return to the USA will customs inspect and confirm thru the ITN and 4457. Anyone see it or been informed differently, the logistics of this has not been addressed as to what I can tell.

TSA already does that at least they always check my gun/ammo before placing it on the plane.

You really have to appreciate people like Robert, Rosella, and Tara at SSI for doing this for us.

You also have to figure that once they have done one or two of these that they will know the ins and outs of doing it and will have it down pat for the rest of us.
And while any of us could muddle our way through all the processes in is nice to have them on our side to take care of it for us.

They make our trips so much simpler by being there for us.
