Except that they were postponing renewals while the courts rules whether sections 24 and 28 were indeed constitutional. Immediately upon the judge giving his decision, all those impacted gun owners were now forced into surrender of their firearms with no grace period to renew licensure under section 24 and 28. Thus, the RSA government gets to seize 300,000 guns (it may be permits, so it may be more guns than that?) and the owners are out of luck on their option to renew, the guns get seized and destroyed.
It's the insidious details that point to the chilling effect that was intended.
