I saw that.

In the article I read they were trying to claim that the Belt and Road initiative was having "limited success" because it wasn't creating high level jobs "in country" for anyone but the Chinese.

Uhm.... Do they really think the Chinese goal is to make third world countries self sufficient???

We will likely once again give and waste the money.
