This is often written, but in 14 paragraphs there is no verbatim this concept. It was not in the documents of the revolutions, and, of course, the rights of national minorities were certainly not implied. The exact meaning of the then "right of the nation" was in the freedom of the system of government and the priority of the people over the monarchs.
I searched for what I could, and I got the impression that this "right" was designed with a very pragmatic purpose: to destroy the Central Powers and the Ottoman Empire. Woodrow Wilson, in my opinion, at the beginning of 1917, accumulated the wishes of the allies, the Entente in the first place, and put forward a list of nations that would receive the right to a state. Among them were political ones, for example, the nation of "Czechoslovaks" was constructed, at the instigation of Masaryk, however, by agreement with some Slovak politicians. But even before that, there was the consent of the tsarist government to the autonomy of the Poles (in 1914). Maybe under pressure from Allies, and maybe not.
Well, the wording of this right in the UN documents is clearly seen to be contradictory.
The main problem with the rights of nations is that there is no clear definition of a nation. If they are just citizens of one state, then any separatism is illegal. If this is a community united by language, then the English king was right, and the American settlers were wrong... an endless theme.

If the idea of nation selfdetermination came with american and french revolution, it came in the moment when in America the slavery was legal, and not challenged. So, at the begginng, the principle applied to state, but not "nation". And of course, what about native tribes?

This is interesting to me. It is not for nothing that the plot about getting into a parallel space is popular in world literature. I understand that at certain stages the tribes were completely considered as subjects, contracts were concluded with them, and they were granted relative independence (within certain limits). Except for the "five tribes", from which assimilation was expected due to their civility.
I even think that in general the topic of "nations" in the ethnic sense is a topic of Modern history, and its origin is deliberately obscured, because the topic of nations is an important element and even the source of Nazi doctrine. Which in itself is not an artifact only of the 20th century, but also not much older, not earlier than the middle of the 19th century.
