Oh, I'm not saying he didn't say it, I just didn't hear it personally - I don't listen to speeches. But it is implied, and everyone understands it.
It seems to me that Biden is being scolded in vain for being indecisive, he is just being cautious. It is unlikely that he will send troops to Ukraine - rather, he will ask someone who is not sorry, and look at the result.
