In the joke, this would be where everyone is supposed to understand the joke. If this were fishing, this would be setting the hook. He is asking her how often she negotiates to point out that she has just been tricked into agreeing to free services.And what means this "Negotiate much?"?

This is not a very successful film. This is the sequel to the "peculiarities of the national hunt", that one is a cult film. It may be worth a look, although there is no actual hunting, but hunting and military jokes are collected. Humor is sometimes absurdist, sometimes a little pro-Western, well, this is a view of Russians from the point of view of Western stereotypes. It's definitely there with English subtitles on YouTube.Russian jokes can be equally difficult for us, as I found out watching “Особенности национальной рыбалки.” My Russian roommate at university tried to help explain as he translated, but I don’t remember much of the plot except for fishing, and vodka jokes.

Interesting to see how language and cultural differences definitely affect humor. It's also fun watching the learning process to understand why different things are considered humorous in a foreign culture/language. In that line, there are things considered humor in the USA that are insulting in other parts of the world; and vice versa. There is value in understanding humor around the globe.

At one point while with the young woman that has a Spanish speaking culture, he initiates a song she repeats after him. Then she does one that the punchline explained makes no sense to an American.
I frequently make jokes from some part of an old movie or TV commercial, but it fails to connect because others have to have seen the commercial and remember it to make my joke connection.
There are some movie lines that become universal but not many.
