OK, so the problem with this is if he doesn't use the NG, which is close, there are no restrictions on using straight up Federal Troops... and if you want close, convenient, and no requirement for a deployment, that means more Marines from Camp Pendleton. They might want to think that through. Too bad 7th Inf Div (L) wasn't still in Fort Ord. Darn BRAC.

On the other hand, what the Governor cannot do is "deputize" federal military forces in any capacity.
