I hunted a buffalo near Hwange November 2023. We saw two dead elephants over the course of the hunt. The Game Ranger said 1 was stuck by lighting and previously reported, and the other was a young cow that got stuck in the mud and couldn’t get out. We witnessed lions feeding on that carcass. We observed hundreds of different elephants over the course of my hunt as well as a bunch of buffalo.I am thinking about the buffalo around Hwange in the near future. That's why I'm asking what it looks like there currently.

On the basis of stupidity. Baggage handlers in Jo'Burg forwarded my guns to SAPS even though they were to check though to Zim. So they sat at SAPS for two days until someone found them through an extensive search.
Fly from US to Harare directly on a premium carrier with only a connection in Dubai and you'll be fine. Dubai doesn't make many mistakes with weapon transport. Oh, and business class on Emirates costs very little more than coach on most carriers and it happens to be arguably the most prestigious airline in the world.

Does anyone know whether this prohibits hunting rifles? I asked the officer with the Export Controls Division and they cannot give advice. So the only way to find out is to apply!

God Bless AmericaYes, the embargo covers hunting rifles. Canada isn’t the only country which applies the UN sanctions that way - i believe the UK does as well.
Rookhawk has given you a work-around. It’s up to you to decide if you want to use it. The authorities may never find out, but there are two things to bear in mind for this to work:
1. You need to show where you are taking your rifle(s). You will have to supply a letter of invitation from your outfitter, and you have to send in a cover letter which says why you want the temporary export permit. If you don’t have a hunt in South Africa or whatever your transit country is, you won’t be able to provide that, and the work around won’t work.
2. In any case, you have to be comfortable not telling the truth (or at least not the ‘whole truth’) to government officials on official forms (and attesting that you have in fact told the truth). I read recently that the son of a prominent US politician got into some sort of trouble for not telling the truth (or the ‘whole truth’) on a US government form. Not sure the penalties are the same in Canada for that (I don’t think they are, but still . . .), but candidly, it’s not something I’d be entirely comfortable doing.

That’s right, of course, but you still have to have a reason to take a rifle to the first destination, which can’t be in Zimbabwe.(1) The work around requires two separate reservations. (2) Easy enough to get a RSA transit permit.
