Which countries offer the most affordable Sheep/goat hunts?

If you would consider far west Texas, you can hunt Barbary Seep (a.k.a Aoudad) for remarkably low cost. It’s a real sheep hunt. Steep, scenic country and a unique trophy. They were transplanted decades ago. Now they range freely.
Yes, but most free range hunts with decent operators are running in the $6K+ range and it's not low cost considering the duration and facilities.
You can go to Africa nad hunt plains game for that kind of money.
US hunt prices are out of control.

No doubt. Africa plains game safaris are the best value for your money. However, if you want a sheep, Texas is cheaper than the other NA options.

So if you were going to reccomend 3 affordable, yet high-value introductory hunts to a North American hunter who wanted to dip their feet into the international hunting world....what would they be? Lets say a budget no more than $15,000 each.

1. Ibex hunt in Spain?
2. Tahr and Chamois in New Zealand?
3. Plains game in South Africa?
4. Mouflon in Austria?

#3 might be the best value.

I would guess there are so many options a lot would have to depend on the hunter.

I would rather a South Africa Buffalo for that price and a couple plains game added on can still be under budget.

Or you can find an Zimbabwe Elephant for that much, I’m booked for next year!

I have hunted Rusa Deer in Australia and for that price I would love to go on Aussie Water Buffalo.

I have hunted Argentina doves and Water Buff for a lot less than that. Was a beautiful area and great accommodations, food. Would love to go back and do red Deer and mixed birds next.

Dagestan Tur is a great price point to get into Asia mountains. Maybe Krgystan ibex? I haven’t gone yet but it’s on the radar (As well as a Marco Polo but that’s over budget )

For some reason Europe hasn’t interested me But maybe that will change next year as I plan to hunt roe deer in Romania….

I suppose you are excluding USA,Canada and Mexico as “international hunting” for North Americans?

@Northern Shooter - are your looking for High Fence or Free Range? Or doesn't matter? Also, would you be satisfied with “good representative of the species” or Top trophy size only?

Free range is preferable and representive of the species, I'm not picky.
 
Do Chamois in Europe instead of Mouflon. Would be a nice intro into International mountain hunting and would be about 5k.
Chamois is superior hunt for me without doubt, in fact I prefer also hunt chamois than ibex but he can make mouflon hunt in free range for half of the amount than Chamois specially if he want a representative.
 
Good options given here. Thx. I’ve never hunted in Europe, but i think that will be something i do in the next few years.

We 'll visit Livingstone / Vic Falls for 3 days and 2 nights. Back to Mapcha by car, back to WDH with Airlink (grab my rifles and belongings) and the same day back to Frankfurt.
What do you mind from your own experience ? and your wife .? Did she appreciate ?
We already hunted Namibia in 2022, May for PG near Outjo for 8 days. Great country.

I am Philippe from Center of France. I plan to hunt Zambezi with Zana Botes in 2026, Oct after a couple of days for PG in Namibia in his lodge. I will be with my wife. She is not really a huntress and we promised to go visit Vic Falls. I imagine to go to Caprivi by car , hunt there 7 days (for buff) and go by car to Vic falls (PH will bring back my rifle) . sorry I am required to write 2 messages
