It could mean that he doesn't need "your business." I'd walk away and find someone who does.

Seems to me a reference will potentially address every aspect of the operation...they are inseparable and all important.

If he's dodging, you will find out soon enough. If no answer is forthcoming with his "different lists" then you know what you have: A bullshit answer/non-answer that will have the OP heading over the horizon to a more reputable, forthcoming Outfitter.
