Ruger No1 in 470NE

All #1 actions are the same, difference comes in barrel weight and diameter. The tropicals have the largest diameter down to the international having the smallest diameter if my memory serves me. The other option you could think about is get a tropical of any calibre and have one of the reboring services rebore/re-rifle/rechamder to 470.
 
That's not a bad idea, given the cost of re-boring. Most shops who could cut the bore could likely do the rest, too, and you'd not have to worry about the forend wood, etc.
