How big can the backpack be and still be allowed as a carry on bag?

Pre packing mine (I think it's a 15L) and coming up well under the minimum needed.

That is a good question and depends on the airline. I have to keep mine fairly small and packable as the first leg for me is on a small regional jet with little overhead bin space.
