Just fixed one of these yesterday, don't quite understand why you call for the locate and then just dig anyway.
I fixed more of them than I even care to count in a 33 year career with the phone company.

A number of contractors told me that it was cheaper for them to cut it and pay the bill than to have the excavator along with a couple of labors trying to find and dig around it. He showed me the bill once and he wasn't lying.
