  • 2016, the Federal Motor Carrier Safety Administration (FMCSA) under the Obama administration changed the policy, allowing drivers to operate commercial vehicles even if they didn't meet the English proficiency requirements.




  • Trump's Executive Order:
    President Trump issued an executive order on April 28, 2025, to reinstate the English proficiency requirement for CDL drivers. This order directed the FMCSA to restore the requirement to the out-of-service criteria and issue new guidance on enforcement.
