(1) That's not decided in the case, but i suspect they will if they can get an "interest" in your application, otherwise how are they, going to get enough information on the species as a whole to make their arguments.
(2) All these decisions keep lawyers employed. (2a) Looking back I guess I should have took Administrative law in School, then I could live in the "Beltway" being fully employed.

So the million-dollar question: How will the anti's gain access to case-by-case permit applications to "dox" the applicant since Lion-Leopard-Elephant do not have a comment period or publication in the Federal Register? Would they (antis) have to use FOIA as the means to glean permit application info, then expend urgent resources to dispute an application and provide countering data to USFWS? By the time the FOIA reply occurs, it may be too late to act or they may have days to counter the data supplied in applications. (good for the hunter)
