Just to bring this thread full circle my nephew took the rifle into a new gun smith that was in his town. They discussed what was going on and the smith suggested that they try something simple before anything else. He suggested that it just may be the crown so he took the rifle while my nephew was in his shop and re-crowned it while he waited. My nephew asked how much and he just said to come back in and let him know how it went.
The rifle is now back to sub moa at 100 yards.
There is still people that care out there, but he wondered if the smiths at Browning even looked at it since it was out of warranty.
