Can a Canadian become a Professional Hunter anywhere in Africa?

If so, which countries allow it, and what are the steps or requirements?

To answer your question to some degree, yes a foreign born individual can become a PH in at least a few countries. Tanzania has American PHs as well as others not born in Tanzania. Mozambique, Zambia and Cameroon are others that I believe will allow non-citizens to PH. As for the requirements, that I do not know.

There are other countries where it is not possible, Zimbabwe and RSA come to mind, presuming nothing has changed there.
