Easy answer: YES.

Banning a member is typically a last resort and not something done on the basis of personality style (tone, grammar, fluency/proficiency) or posting contrary views and certainly not writing negative reports/reviews.

Every opportunity is provided to allow the parties to substantiate any claims ( as noted here) and the parties involved are invited to participate on a reasonable basis.

You can only thank the gods that you've never had to share a camp with this individual. The negative energy alone would ruin any possibility of a productive and enjoyable hunt. He'd be at you side every evening explaining to you why you're getting screwed and why the hunt is nothing less than a scam to drain you of your funds.
