.375 h&h custom... who made it?

Firearms manufactured before the Gun Control Act of 1968 did not have to have a serial number. Most manufacturers did have serial numbers, but not required.

But I've never seen a military rifle that didn't have serial numbers. It seems the consensus here is this is either a 1917 or P14 Enfield = military rifle originally.

Absolutely correct, the action would have originally had a serial number. Both my P14 & M17 have serial numbers, but has the serial number been polished out when the rifle was blued?
 
I have several BSA rifles made from surplus P14s. They scrub a lot of the markings off except fornserial numbers.
The usual factory I'd on the action is goneski.
