What’s this on the barrel for?

Just browsing and am curious what this does? Circled in red. On a .375 2.5”.

I am guessing, but possibly either an element to regulate the barrels or an attempt to alter the balance of the rifle. In any case, it is dubious.
It would be enough for me to make hard pass on it!
 
If the rifle has sling swivels I'd say it anchors the front swivel. Swivels fastened to the bottom rib put a big strain on the rib and perhaps the gunmaker was looking to prevent a rib separation. A picture from the side would clear this up. I'm also assuming that it doesn't interfere with sighting.
 
It’s a coggie - after it was made or did they do this also?
 
After market Red dot sight base? Why way up there I have no idea.

I'm new to Africa Hunting. I would like to purchase a Heym 450-400 double rifle. I'm left-handed but would prefer a non-canted gun. Is anyone in the community considering parting with theirs?
