Silly question time: Does the 9.3x62 have an exemption for Lion in Namibia?

I read the energy requirement and it doesn't seem there's a .375 minimum bore, is the 9.3x62 legal for Lion in Namibia? If loaded past the energy limit (it comes up about 100ft-lbs shy in factory loads)?
