I think it is quoting an act saying you cannot take a Puma trophy out of the country.
 
In his country, the puma is a protected species.
Despite this, there are companies that organize hunts. True criminals ... the same adjective fits the hunter.

The legality of hunting puma depends on the province, in some province it's legal and in some other province it's not legal to hunt pumas, So it really depends on the local law of the province.

In the provinces that make up Patagonia Argentina, hunting is allowed as a control of the species. Even the owners of fields pay the hunters duly authorized to hunt pumas. For me, that does not hunt, it is pest control. This does not mean that companies are enabled to organize hunts.
In the rest of Argentina it is a protected species.

In fact, the puma are a plague in some provinces like Rio Negro, Chubut, Santa cruz... and pay for the skin
it´s a rare situation...
