I have an opportunity to purchase this rifle for 11,000. Us.Its practically brand new with a nice steel carry box. The 308 barrel is scoped. Is the 416 Rigby a good charge stopper such as the .458 round?

A quick google on .416 Rigby ballistics should answer your question.
 
Harry Selby kinda liked it .......416 Rigby is more than enough for anything on the planet since Jurraasic Park is closed for the foreseeable future .......

I would not buy a double rifle in these calibers. 500/416 NE and 7x65R would be better choices.

Place the first shot correctly and you need not concern yourself with charge stopping. In the right hands the 416 can stop anything but it is not ideal for stopping buff or elephant when things get very close. It is a great lion stopping round.

Agree doubles designed for rimmed cartridges.
