Import complications?

Attempted bidding on two different scopes on evilbay resulted in a "problem with bid" notice indicating that the optics in question were restricted due to: "ITAR 22CFR, parts 120-130, and EAR 15 CFR parts 730-774"
Does anyone know what this all means or what to do about it? These were both 70's-80's vintage variable scopes, one a Schimdt&Bender

I’m surprised that those scopes qualify under ITAR/EAR, but I don’t know the complete list. Where are you trying to buy them from?

The overseas one is the issue (import or export fall under ITAR/EAR). It may just be a basic blanket restriction on all foreign scopes. Scopes with no military application (same for components/technology) are generally exempt. I’d have to look into the specifics to see if it’s an Ebay goof or an actual issue. Look elsewhere is my recommendation.
 
Wait, it say EXPORT restriction--does that mean only if I am going to export it? I'm not...still says problem with bid, yet 8 people have bid on it.
 
That's complicated, I think you should check somewhere else .
 
ITAR and EAR only deal with export from the US to a location outside the US.

It sounds like a glitch on fleabay to me… you should have zero issues getting those items into the US…

Does eBay maybe think you are located outside the US for some reason?

Neither of them honestly should be on the USML if they are 70-80’s vintage… which would mean they aren’t regulated for export from the US either…

 
The other angle is the seller in the country of export does not want to deal with any export paperwork, no matter the origin.
