Apparently, the reason the US hasn’t opened the Canadian border is because they don’t want to open the Mexican border to foot and car traffic right now. And there is a view that since both are partners in the North American free trade deal (Trump), you need to treat them equally.

Now the logic part. There wasn't too much concern in the US about Mexicans flying into the US - those can be checked pretty easily and the numbers are small compared to those who drive, walk, swim, etc. And the US wasn’t terribly concerned about Canadians - our rate of infection has always been lower than the US and now our rate of vaccines is higher as well.

So if letting Canadians fly in meant letting Mexicans fly in, then not a big deal, so that’s what they did (see https://mx.usembassy.gov/travel-restrictions-fact-sheet/). But if letting Canadians drive in means letting Mexicans drive in, then that’s a big deal. So Canadians can fly but not drive.
