CDNN SPORTS built them and did not specify parts brands they just listed the specs of the parts and sold them as complete uppers for $299 or $399 at the time about 2 years ago.

Someone could get a complete lower receiver for 150-180 add a bcg and charging handle for another 100 and have a complete ar15 for 450-480 bucks or have this upper for a practice upper or a spare.
