Last week in Seymour TX, I shot my first limit of doves with a 28g! My average was just as good (or bad) as with a 12g. Mine is a Browning Citori Ultra XS sporting with 30” barrels. Swings wonderfully and has very little recoil. I’m in love.

If you’re patient, a broadside shot usually presents itself. Quartering to is also just fine. Quartering away gets dicey quickly as the angle gets greater.

Yes. Inside 250 yards. Have you considered Nosler Partitions? I think a lot of people write them off because Swifts, TSXs and the like are much better for dangerous game. For plains game, Partitions are deadly and not as velocity dependent as TSXs.
