I'm sorry for leaving that impression. No, I don't believe Juan Pace is a participant in the management of this concession. I understand him to be one of three outfitters who are allowed to access the concession with hunting clients, as directed by the concession managers.

I've been looking at Argentinian outfitters and some of their policies explicitly state that the determination of an animal being hit/ wounded is "at the discretion of the guide". I'd say, if it wasn't a hit at the time then it's not going to become retroactively wounded two months later!
